Every authority that has been revoked, published. Incident data that nobody else holds is the data people cite. Sellers check this before serving. The check fails closed.

A seller calls GET /api/revoke/:envelope_id or GET /api/verify?envelope_id= before serving. A revoked envelope is rejected, fail closed.
